User can not access Exchange account via OWA or Outlook, always fails auth

I have a Exchange 2003 server with around 200 users but just one user can not access his mailbox via OWA or Outlook, always fails auth.
I have reset the password in AD and still the same.
Tried to access the account via OWA local on the Exchange server but still fails auth.
All the permissions are correct and none have been changed for months anyways.

Any ideas?

    Just to confirm I can delete the user but keep the mailbox and re-create the user and attach to that old mailbox? (akak they wont lose any content?)
    If so how did I re-attach the mailbox to the new AD account?
