How to create copy of production VSS environment

I hope this is a simple question.  Currently we have one VSS environment, which is of course production.  I want to create a Development and Test environment.   My question is how can you copy/clone the production VSS environment (database, users, etc.) for Dev and Test.  Currently I have a \\...\sourcecode$\vss  share set up, this is the production environment.  Should I keep all three separate, can dev and test be two separate trees, etc......

if you are considering using a branching scenario (Dev /Test & Prod) , and if you are considering moving coe between them back & forth (merging), then I suggest you use a different tool than VSS , as it does not handle branching .
tools like Subversion or even the logical successor for VSS (Team Foundation server) are more like it.

Admin3k confirms exactly what I have found.  VSS is not a true Library Control facility such as Subersion, CCC Harvest, etc, are true Library Control/version control software packages.
