RAS won't negotiate handshake

I'm having problem connecting dialup to our terminal server.  It's running server 2003 standard, an external modem and RAS.

I set it up a couple months ago and tested it several times and it was working properly, but now it won't connect.  The modem picks up and negotiation begins but it will not successfully connect.  You just hear the screech until the timeout is reached.

I set it up on a different server and configured RAS with the same results.  Any ideas why I can't get a handshake?

    Can You make direct modem to modem call to this server with some terminal software (Like Hyper Terminal e.g.)? Can modems handshake themselves?
    If yes, then You would dig to server's and client's security settings (certificate usage, preferred security protocol and so forth.
    If modems can not establish direct connection, the trouble is modem hardware or line quality.

    If the line is too noisy, the modem cannot reach high speed of connection and tries to low the speed. Check if there is no restriction to downgrade link baud rate in modem connection settings. And try to set up modem's port speed lock to about twice of connection speed itself.

    Turned out to be a bad modem.  New modem solved the problem.
