Are your user account in the administrative groups? Are you trying this to open remotely? Have you tried to add it through MMC?

Enable default administrative account, login with that account and then try. It is just for a test. Please post your results here.

I tried to use the default admin account and received the same error message.  I did a test  to  see if I could get into group policy on other workstation and I could.

Just to check your permissions on %system drive%\Windows\system32\group policy folder (Hidden) and %system drive%\Windows\system32\gpedit.msc.

For first one, you need full rights to administrative groups and for second one you need read and write access.

The premissions are correct on both.

Alright. Then it could be an issue with the Registry OR OS itself. Can you run a repair of OS?
