How to Disable Lotus Notes Client Integrated IM (for good)?

We use Lotus Notes 8.02 client.  We wish to use the full featured Sametime client instead of the integrated barebone Sametime client in the Notes client.

I go in and disable the integrated Sametime client, remove the IM server address, etc and the integrated client goes away for a while - only to appear again later.  This makes me have to Sametime clients running.

Is there a server side policy setting that could be setting this?  Our Domino server is managed by outside staff and I need to know what to ask them to check.

There is a client side setting IM_Disable that can be used. It can be set via server side policies, see here  -
