Getting start in Graphical UI in VB.Net framework

Let's say if I want to create a layout of many lockers in VB.NET(How can I do it too?)
What is the easiest way using VB.NET library to create a moveable object so I can move the object from locker A to locker B? and have auto alignment?

any VB.NET version is fine.

    not sure what you mean with a "locker" but any object you place on the form can be moved around after a little bit of work with the mousemove events. I recently explained the basics of this technique here:
