SQL 2008 ColdFusion 8 Cannot Connect

I am attempting to connect ColdFusion to a SQL 2008 server.  I have done the following:
1. Restored a dbase using .bak (everything went fine)
2. Under the Main SQL Server I changed to "SQL Server and Windows Authentication mode"
3. Using SQL Server Mgt Studio under Security>Logins I created a user account "Test1">SQL Server Authentication>Defaulted to the restored dbase>Server Roles: Public>User Mapping>The restored dbase>Status "Grant" & "Enable"
4. When I attempt to connect to ColdFusion using admin console I receive the error below
Connection verification failed for data source: Veolia
java.sql.SQLException: [Macromedia][SQLServer JDBC Driver]Error establishing socket to host and port: xxx.xxx.xx.xxx:1433. Reason: Connection refused: connect
The root cause was that: java.sql.SQLException: [Macromedia][SQLServer JDBC Driver]Error establishing socket to host and port: 208.118.240.29:1433. Reason: Connection refused: connect

did you set teh db user/pass ie the sa password

not sure what you mean...there's an sa account and it does appear to have a password associated with it but I didn't set it myself.

Set in the SQL server to use the TCP/IP connections also, not only the native MSSQL connections.
