How do I Hyperlink to a page in my subsite?

How do I  Hyperlink to a page in my subsite?  I assume I have to publish the subsite separately in that publishing the main site wont automatically publish the subsite.

As far as linking, it is the same as linking to another page / website.  Highlight the text, CNTL-K to bring up the hyperlink dialog box and the drill down to the location.  If the sub-site is a folder in your main web, all should be OK.  A subsite is nothing really except another website that FrontPage distinguishes.  They only really should be used if you have a large website - otherwise they can be problematic - also Create a Hyperlink.
As far as your second question re: publishing - that depends.  There is an option to publish the subsites as well when you publish.
