router dhcp and windows server dhcp

i was wondering if i have a router dhcp and a windows server dhcp on the same network which one will serve first?

    The router will always serve the DHCP. The Windows Server will detect the presence of another unknown DHCP Server on the network, and will therefore shut its DHCP Server down to allow the router to hand out addresses.
