Can desktop PIMs use Exchange ActiveSync like mobile devices do?

I use hosted ActiveSync services like, NuevaSync and Google Sync to synchronize with Windows Mobile and iPhone.
Is there a method to configure desktop PIMs to use the ActiveSync capability?

In order to use ActiveSync to sync with Exchange, the product you are using must have ActiveSync built-in.

Understandably, and I haven't found a desktop PIM product that does. Why not?  Couldn't some sort of add-on be developed for Thunderbird, or along those lines?  I'm basically curious if there is a technical or perhaps legal reason why it can't/hasn't been done.

ActiveSync is designed to sync a mobile device with Exchange. It is not designed to sync with desktop software. Microsoft controls the proprietary ActiveSync protocol. In order to develop an application that uses ActiveSync, you must license the protocol form Microsoft.
