services that run in safe mode

i am in safe mode looking through even log and see:
the DHCP Client service depends on the NetBios over Tcpip service which failed to start because of the following error:  a device attached to the system is not functioning

should the DHCP, Netbios over Tcpip service be enabled while in safe mode?

    In safe mode, network don't works, in order to work you musto boot in safe mode with netwok.
