Setup and Deployment with Visual Studio 2008

Is it possible to install the Microsoft .net framework 3.5 entirely from a Setup Project? I notice that by default, the project will detect the host computer hasn't got the .net framework installed, and then will download it from the Microsoft Download Centre. I would like the entire framework to be installed as part of the Setup Project.

Include .Net Framework 3.5 in setup project as prerequisite.
Right click on setup project go to properties and select the .Net Framework 3.5 by clicking on Prerequisite button.

Also select Download prerequiste from the same locaion as my application option button
