Exchange 2003 Public Folder Replication Problem

Hi,

I'm in the process of decommissioning my last Exchange Server 2003 in my migration plan. According to the articles I've read one of the steps is to complete the "Move All Replicas" process and delete the Public Folder information store on the old server. However it will not allow me to do so because 3 of the 20 folders are not in sync and read "Local Modified". They are as follows:

_Name / Last Received Time_

PUBLIC FOLDER HIERARCHY/ 4/13/09
SYSTEM CONFIGURATION / 3/10/09
and a PUBLIC CALENDAR / 3/20/09
Todays Date: 4/20/09

I tried forcing replication, but nothing seems to work. Please Advise!

I tried that move replicas script from the New Server and it didn't work.
And only one of the folders is available via outlook since the others seem to be system-related.
Therefore the snippet below will NOT work. Is it important that I properly delete this public folder store before I decommission the server and will it prevent me from uninstalled Exchange 2003?

Create a new public folder on Exch2k7:
New-PublicFolder -Name <name> -Path '\<path>' -Server '<E2k7_name>'
set replication only that server:
Set-PublicFolder "\<path>\<name>" -Replicas '<E2k7_name>\<Public folder store name>'
move all contents to the new folder (with outlook)
(move e-mail addresses, if the PF is mail-enabled)
Remove old PF
rename new PF to old name.

Come to think of it.. the one article said that slowly the Public Folder Instances should slowly clear out under Public Folder Store as they are moved. The ones that are in sync are not even doing that. What would cause that? that may be the root of my problem
