Licensing Manager in sbs2003 is not working.

This problem is likely the result of errors in a sbs2003 reinstall.  I am trying to fix it without reinstalling the server OS.   No matter how I access it (Start->Admin Tools-> Licensing, Server Management>Licensing or system32\sblic.msc), the result is the same: a  "This program cannot display the webpage" error.  If I try to add a license, I get a message "verify that C:\Program Files\Windows for Small Business Server\Administration\wizchain.dll is available."  The file is at that location and appears to have the correct permissions.  I copied the file from a backup and ran \Setup\i386\Licensing.MSI to no avail.  Where is the webpage to which the message is referring?  Is there an internal website or htm file that is corrupt or missing perhaps.  Any ideas how I could fix this would be greatly appreciated.  I have all the CAL's I need but no way to get them recognized by my server.

I have had this issue before and wrote a little document on the workaround.

Currently on the train but, will post it up here once I get home.

I'm glad to hear someone else has had this issue.  I'm hoping to hear the workaround.  I'm clueless beyond what I have already done.

Hi,

I previously had issues with the full sbs console.

PLease find attached a file which contains files and a readme.txt.

Please read the readme.txt first, and I hope this helps.

When I tried to open SBS-console.zip I got a message "The compressed (zipped) folder is invalid or corrupt."  Can't get it open.  Would you please check it out on your end and resend.  I'm eager to see what you've got.  Thanks.

You will need to use winrar to open it.

I'm embarrassed to say how many hours I've spent on trying to solve this problem, and how much anxiety I had about reinstalling the OS if that needed to happen.  Your solution only took about 15 minutes to implement and I'm sure saved me hours of additional work.  Thanks again for your help.
