Exchange 2007 OAB sync issues with outlook 2003 sp3

We are running exchange 2007 and are having sync issues with outlook 2003 sp3.  We get the message
11:21:50 Microsoft Exchange offline address book
11:21:50       0X80190194
when trying to sync the OAB.  The clients using outlook 2007 work fine.  We are not using the public folder distribution for OAB, only the web based distribution and have the Outlook 2003 SP2 or later(Version 4) box checked under the OAB properties.  If I check the public folder distribution, the outlook 2003 SP3 clients will work, but I read Outlook 2003 SP2 or higher does not need to use the public folders to download the OAB.

The error code isn't was stated before it had the error code 0x8004010f
What you read was incorrect. Where did you read that? Was it on microsoft.com?

The only version of Outlook that supports web distribution is Outlook 2007. If you are using Outlook 2003 then you must use Public Folder distribution, either instead of or as well as Web Distribution.

When we installed a new offline address book to replace our old one, it said that unless you were using microsoft outlook sp2 or earlier, you do not need to checkmark the public folder distribution.
