Changing Outlook default sesitivity

I have a user that needs to send all emails and appointments with a sensitivity set to "Private"

The user knows how to open a new message, go to File --> properties and drop down sensitivity to "private".

They would like to know how to set this as a default.

The OS is windows XP SP3
Outllok is 2003 SP3

Any help is appreciated.
