Sounds like you've got two partitions.

http://www.cisco.com/en/US/docs/ios/12_2/configfun/command/reference/frf009.html#wp1022752

Is this internal memory or removable memory?

Try "partition flash-filesystem:1" or "no partition".

Keep in mind you'll lose everything in flash when you do this.

What do you get with a "show flash-filesystem: all"

You should be able to get it down to one partition with "partition flash-filesystem:1" or "no partition".

I just delete partition then it works as the following config.

Router#erase flash:1
Erasing the flash:1 filesystem will remove all files! Continue? [confirm]
Erasing device... eeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeee
ee ...erased
Erase of flash:1: complete
Router#erase flash:2
Erasing the flash:2 filesystem will remove all files! Continue? [confirm]
Erasing device... eeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeee
ee ...erased
Erase of flash:2: complete
