I want to create an online chat room and be monitoring it. What is the best solution available?

    You have following options
    1.) Setup your own IRC Server (like Unreal IRCD and configure it for your needs*
    2.) Register a Channel on an existing IRC Network (e.g. EFNet*
    3.) Use an existing Chat Community like or

    Don't use IRC, the learning curve for someone who isn't technically minded can be troublesome. Here is a link to a site which gives you 6 different alternative tools to create a free chat room.
