Statspack report incomplete

We are getting statspack report in which there are few columns are emply mainly which require DBA access.

Is there any additional grant required.

Use latest copy of 'spreport'.
You use Oracle 9i.
Migrate to 9.2.0.4 or even to 9.2.0.8

Upgrade are available only from metalink.
But OTN also had 9.2.0.4 as a start kit but I am not sure if
they are still available on the site.
