Activesync for Exchange only syncs the Administrator account

I have a Server 2003 running exchange 2003 with the latest SP, When we set up any smart phone it will only sync the administrator account. I have it set up with the user name yet it syncs the administrator mailbox.
Somehow we have something crossed but it isn't readily obvious.

I would start by resetting the virtual directories.

And ensure that the anonymous account on the server on the default web site hasn't been changed to the Administrator account.

Sounds like a user account has been hard coded in one of the virtual directory settings.
Does OWA work correctly?

This helped. We had to reset all permissions too and reboot, once we did this things were working again with the Active Sync
