make database again

I have sql server express 2005. I want to copy a database from the same application to my laptop .
I see i cant import a file and the 2 PC's are not connected so I am making the DB again.

I am confused as to make a database again in sql server 2005 ex and I have smse.

Do i create logins first then a database or vice versa ?
To make the DB read/write from another application like asp.net do i need to do what?

it does not really matter, as you do that once.
you seem to first want to create the database (with all the objects/roles accordingly), and then create the logins, and just map them to users/roles in the database.
