How can I make this work?

The images you see are what I am using for navigation (the service bell, the close-up of the coins, the lightbulb, the customer service girl) but I don't think this is being clearly communicated to the user.
I would like some ideas as to how I can inidicate that these images are to be used for navigation.

Also - about resolution. I agree. It's not good.
I -ahem- "borrowed" these images from the internet. I did not make them myself.
So...not sure how to improve the resolution without finding new images.

I agree with the comments so far, including the suggestion that my site is indulging in "mystery meat" type navigation.
I've decided to implement a more conventional navigation scheme.

What about having a subtle "glow" to the images?
And how might I acheive such an effect?
