How do I use an AVAYA s8700 or S8300 as the TFTP server for the IP phones?

I have a few hundred 4610 IP phones spread across the country now, with a s8700 phone switch. We have 3 LSP gateways that are all s8300 switches. We currently have a computer at each switch to act as a TFTP server for that region. However that is becoming a hassle as windows needs to be rebooted once a week, and the TFTP app Avaya provides likes to hang. I have been looking thru the AVAYA documentation and the management pages of each switch and have found that there is a section for the IP phone management: how can the s8300 LSP nodes become my TFTP servers?
This is the text of the info on the page I am on in the s830 management:
"The IP Telephone Configuration Application allows you to create and edit 46xxsettings.txt file that allows you to specify custom settings for your IP Telephones.
Download the appropriate files necessary to operate your IP Telephones before you install a new IP Telephone or upgrade an existing telephone. You can do that by clicking on the Download Files link on the left. If you have done that already, you may click on the Phone Settings... button to go to the IP Telephone Configuration Page.
If you haven't downloaded the files, clicking on Phone Settings... button will result in object not found error."
When I go to the help button I get this:
"The IP Telephone Configuration Application lets you save custom settings for your IP (Internet Protocol) phones. Create, edit, and save settings in a configuration data file (46xxsettings.txt file) supplied by the system.
Note: Files used to operate your IP phones must be downloaded before you install a new IP telephone or upgrade an existing telephone. Follow the instructions at Download Files.
Click Phone Settings to go to the IP Telephone Configuration page.
Release 4.0 August 2007"
any help would be great.
