Is your server running in safemode?

Some servers also compare uids of directories versus process trying to create a directory. If they don't match, the directory creation will still be blocked eventhough you have 0777 chmod.

    Kind regards

Note: When safe mode is enabled, PHP checks whether the directory in which the script is operating has the same UID (owner) as the script that is being executed.

You might try setting php.ini's safe_mode_gid  to "On" as described in, after reading up on safemode and feeling comfortable with relaxing the uid checking.

    Are you using CPANEL?

In my case the solution was simple.  I went into my host cpanel and increased the disk space useage.

In other words, I had used up all the storage space for the website.

So see if you can do the dsame.  Or call your hosting company and have them increase the amount of space allocated for your site.
