Can't use Cisco SDM / Java in Virtual Server 2005

I have win2k3 set up in virtual server 2005.  I set up Cisco SDM v2.5 on the server but when I run it the pop up comes up as a script that I can read rather than being interpreted by Java.  How can I get Java to work in Virtual server 2005?

    By allowing active content from My computer in the IE tools menu I was able to use the SDM
