I have no problem launching MS Access in Citrix PS 4. I also have no problem creating a new DB. When when I want to open an existing DB and I click File --> Open it gives me the error "This operation has been canceled due to restrictions in effect on this computer."

I am not able to figure out whats the issue.

Make sure you have full control or at least modify rights to the directory in which your DB resides; it is probably trying to create a lock file and does not have rights.  If this is not the case, is it possible you have GPO restricting certain applications?  Check your working directory as well; you need rights there wherever it is set.
