Recover a Windows 2003 server

Without using any 3rd party utilities, what are the steps to completely recovering a sever that has been replaced by a new server due to flood or fire damage.
Looking for best practices.

    Bare metal recovery to an alternate hardware config is never guaranteed. However, there are third party softwares to recover which can restore to an alternate hardware. For example: VMware converter for VMs. I will get back to you on the softwares for physical machines.
