If I understand correctly you mean the:
User Configuration, Administrative Templates, Windows Components/Internet Explorer, Disable Advanced Page Settings
    Explanation is:
Prevents users from changing settings on the Advanced tab in the Internet Options dialog box.

If you enable this policy, users are prevented from changing advanced Internet settings, such as security, multimedia, and printing. Users cannot select or clear the check boxes on the Advanced tab.

If you disable this policy or do not configure it, users can select or clear settings on the Advanced tab.

If you set the "Disable the Advanced page" policy (located in \User Configuration\Administrative Templates\Windows Components\Internet Explorer\Internet Control Panel), you do not need to set this policy, because the "Disable the Advanced page" policy removes the Advanced tab from the interface

    Assisted Solution

Hey, have a look in Comp Configuration > Admin Templates > Windows Components > Internet Explorer.

I have a setting in there called "Turn off tabbed browsing" - If enabled, this should work. Granted I'm at home and only have a Vista client to work with, so I can't promise this setting is available on Win2k3 at present though.

Though I'm sure this is possible in Win2k3! :) Have a look and let me know if the setting is in the same place...

Or look in the same location under user config. I'm sure there is a setting to just "turn off tabbed browsing" somewhere... O.o
