Outlook 2000 clients not getting latest GAL changes in Offline Address Book

We are running Exchange 2003 and Outlook 2000 clients.  For some time now
the clients are synchronizing without error (actually nothing shows up in sync folder)
but when they go offline they are not getting tthe updated global address list information in their offline address book so it appears it may not be syncing afterall.
Previewed Exchange Offline Address Book and it's up to date.  Also tried rebuilding it, but still no help.

Outlook loads the OAB when it starts. Otherwise you need to load it manually. Unsure how to do that in OL2000 but a restart should sync it

I have tried manually going into Tools, Sync, Download address book.  It runs as far as I can tell, but then if I go offline the updates are not there.  I've done this from several clients so it isn't machine specific

Ok I found it in Exchange 2003 it was missing the link to under mailbox store to the offline address book.  I put this in and redownloaded and it works.
