Can't tell when router is back up

Hi All,
I currently use HP Insight manager to monitor all the equipment on our LAN.  Generally it is very good and we get email notifications as soon as a particular device drops.  The problem I have is that I also want to receieve a notification telling me when the device is back up and running again.  Is this possible through Insight manager or any other software?  What do most people use?

    Most common application that I am aware of is WhatsUp!

    Monitors general connectivity items and lets you know if a particular device drops and also monitors for when it comes back up.

    Ideally I would like to use Insight manager, I see that it can automatically clear an events status i.e a server failure and then email you to let you know that the event has been cleared - has anyone else used this or know how to set it up?
