Unicode / HTML 4.0 Decoder?

I am trying to decode strings like the following into something more readable.  I think this is encoded with HTML 4.0 special entities but I am not quite sure... Are there any web based decoders?

    yes there are. One such is here: (though ugly, it does the job)

    This is called HTML Encoding and you are right in that these are entities, but actually XML entities (but that's another story).
