How to assign limited permissions for mailbox rights?

We want to give our Tech support people the rights to modify exchange attributes, in particular the rights to add users to the Mailbox rights for other users. I have given them AD permissions for the following objects, USER, Group and Account.
What are the minimum rights that I should give to the tech support team and allow them to do this task?

    account operator should do it - though you might need to grant them view-only rights to exchange as well

    Would they be able to modify things like, adding in a user to the mailbox permissions?
