Accented folder name

I have two different web hosts. When i try to access an image contained in a folder with accented characters (in the query string their are url encoded) via http on one of the servers, my image is accessible. On the other server i get the error : "You don't have permission to access this file"

Why is this so ? Are there any settiings i can change ? Both are running PHP on apache. Though the one showing error is windows server while other is linux.

However on my windows xp i am able to access the file locally with folder name in the path.

    This nothing to do with the accent, this is a permissions problem. For help on setting permissions on an IIS server, see this link;

    The moment i change the folder name to something with alphanumeric characters only, i am able to access the image. So  it seems to have something to do with the accent as well i think.

    Are you using .htaccess with a mod_rewrite rule that only allows access to files with alphanumeric characters?
