Why can't I install PCI Simple Communications Controller

I have a Toshiba Tecra P5 notebook which I downgraded to Windows XP. The only hardware I can't install is the PCI Simple Comms Controller, and I think it may be the bluetooth function as I'm unable to connect to my bluetooth phone.

Any ideas on how to get it up and running / where to get the XP driver?

PCI Simple Communications Controller is usually the modem.  You can find the driver at

http://www.toshiba.com.au/

under the support/download centre section.  Its the Toshiba Software Modem driver for XP (its near the bottom of the page).

Use Everest software to determine which hardware need a driver.
http://www.lavalys.com/products.php?ps=CE&lang=en&page=5

When you install it, go to "Devices" > "Physical Devices", find your piece of hardware (probably is marked with yellow question mark) and read next to it what it really is. Now you can download driver for it and be sure that you have applied correct one.

Or try this:
Start-Programs-Accessories-System Tools-System Information. Click on "components" and highlight "problem devices". Any hardware device with a driver problem will be listed here. Make a note of the PNP Device ID line of the entry. It will contain a Vendor number and a Device number (VEN. . . . DEV. . . .)
both four digits long.
Look up those numbers here:

http://www.pcidatabase.com/index.php

This will tell you the manufacturer and the chip number.  First try the manufacturer's website.  If no joy there, try Toshiba.
As stated above, PCI Simple Communications Controller usually means an internal dial-up modem.
