Making Security Groups members of Distribution Groups

We currently have a system where a user is a member of a security group, and the security group is granted all necessary permissions. This is due to a very high personnel turnover.

We would like to extend this system by having the appropriate security groups as members of distribution groups, with emails sent to those distribution groups ending in the user's mail box.

Is this at all possible when the security groups DO NOT have an exchange mail box? All tests so far have failed.

Further, we have one or two restricted distribution lists (a list that only select people can send to) and again, we would like to grant permission via the security groups rather than the specific user.

No.

If you're including a group in an e-mail (either directly or via another group) it must be mail enabled.

That's fine, but you may run into the same problem with it only allowing mail enabled groups. Less sure on that one, but it's very easy to test :)
