Blackberry calendar sync issue

I have a BES 4.0 with approx. 20 users.  I have one user in Israel that cannot get calendar items added to his BB to sync with outlook.  The reverse does happen (Outlook will sync to BB).  I have checked bbservice permissions on his mailbox and they are fine.  Bidirectional Sync is checked under PIM sync for all categories.  Everything else is working fine on the device.

Any help would be appreciated.

Hi, this can be a daylight saving issue with either the BES or device.  Your BES needs to be at a minimum of 4.0.7.x and it is preferred that you also have MR3.  There is a BES database update you need to do it hasn't already been performed and if the device has firmware 4.1 or 4.2 it requires a patch.  All this info is in the link below:
