Web proxy appliance for mobile users

I am hoping that someone might be able to help me.

I am being asked to specify a web proxy appliance which will provide web content filtering to both internal users and also to external (moblie) users but without routing all internet traffic from the external users back through the corporate network.  I know that the Bluecoat web proxy appliance can do this but we are looking for a lower cost alternative.

The appliances will be required to support a network of about 150 users spread across 3 sites.  Each of the 3 sites will have internet access.

If the appliance can also act as VPN endpoint and firewall then even better.  Please can you let me know if you are aware of any suitable solutions.
