How do I restrict distribution list modify permissions in Exchange 2007

I need to restrict rights to modify distribution list memberships. Currently any user can use Outlook to view the properties of a list, and modify the membership. I need to restrict access to Exchange admins only.

You do this within AD. under managed by and uncheck the manager can update mebership list

Change the permissions on the security tab in AD. If you cannot see the security tab then choose View, Advanced features and then open the properties of the group again.

 I have reviewed the security permissions and everything looks to be correct. Authenticated users have read only access.

Check what does have permission to change - because that is the only way it can be restricted. It could be an inherited group for example.

I found it. It was a security issue... deeply buried in the advanced security settings for authenticated users. The problem is resolved. Thanks for your help!
