Restrict sending external email permission on Exchange 2003 server

How do you restrict permission to send external email messages on Exchange 2003 server? There are some users that only need access to email internally.

try to go to
system manager - administrative groups - headquarters server - your server - protocol - SMTP - SMTP virtual server - right click properties - Access TAB - Relay - and select all except the list below.
There you will specify the user that you dont want to relay messages to the SMTP server

Hello. Thank you for the comment. I did I Deny both Submit and the Relay permissions before posting but the users were still able to send outside email through the Exchange server
