How to Create Exchange Distribution Group for External E-Mail

A request has been made to create a distribution list for our office to be used when sending to external e-mail addresses - outside of our Exchange environment.  It has also been requested that non-administrative personnel be able to update this list when necessary.  Could someone tell me - 1, can this be done and 2, is it possible for non-admin personnel to update this list.

Create a standard distribution group, and then associate the appropriate Active Directory objects as Members of the group if they should receive a copy of email sent to it. For relaying to external recipients, create Contact objects in Active Directory and make these a member of the group.

A Non-Admin User can update the Distribution List themselves. Using Outlook, you can make the manager the 'Manager' of the Distribution List, then have them use the 'Edit Members' button on the DL group in Outlook. However, I prefer to install the AD Users and Computers tool on their computer, give them permissions to edit the DL in question, and have them manage it this way.

I attempted to create contact objects, and added them to the group; however when I tested it, the mail failed.  Here is how I setup the contact....
Created an OU for the contacts.  Inside the OU I created the external recipient test contact, but did not create an e-mail account for it.  I then typed the comcast.net address for the contact in the "e-mail addres" field. Added this contact to the dristribution group and tried to send the mail out, but it failed.  Is this the correct process?

What do you mean by you didn't specify an email address? When you create the Contact, there is a page which allows you to specify the contact's SMTP address. This is where the comcast.net address must be entered.

What happens if you send direct to the contact object, rather than sending through the Distribution List?

Between the time that I sent my message and you responded, I worked some more on this and corrected my mistake.  I am now going to test the access for non-admin personnel to update the list.

I did not find an easy way to give non-admin users access to update this list.  I will take care of all updates.
