java error

I am having a problem with Java with our internal website.  We originally created a stock image for our computers using my name and then copying my profile to the default users profile.  When launching our documentum policies off of our internal website, we get an error that seems to be referencing my profile.  When we put the local user as an administrator, they can launch the polices which open as PDF documents, when they are downgraded to power users we get the error attached.

The cause of the issue is:
java.io.FileNotFoundException: C:\Documents and Settings\Dsnow\Documentum\ucf\config\ucf.installs.config.xml (Access is denied)

Which means that your power users do not have access to one or more of the folders in this path. So I guess some access granting to these folders should do the trick on fixing it.
