Borland Delphi 2006 does not stop at breakpoints

I am trying to debug a VCL.Net application written in Borland Delphi 2006.

Whenever I set a breakpoint I see the execution stops when then code should be executed, but not at the breakpoint.

Instead I get the CPU page up. When I click on "step" the program execution just continues and does not step.

I have tried rebuilding my application without succes.  My BDS 2006 includes Update 1.

Anyone any clues?

    Do you have debug information enabled? (project -> options -> compiler -> debug information and local symbols on)

    yes I have the debug options available.

    I noticed that it sometimes stops at a breakpoint once... and then never again...
