Rasterizing and flattening layers

Is there a difference between 'flattening' a selection of layers then saving as a pdf and 'rasterizing' the layers first.

In other words does flattening automatically rasterize all the layers.

Clients keep submitting artwork that appear to be relatively small PDF's but won't open as we get 'not enough Ram error. I have cleared some space on the scratch disc to try and resolve it if that's the issue, bt did wonder about the layers/rasterizing issue.

Rasterizing = Converting layers with vector or generated data content into a raster, flat image.
So, yes; flattening = rasterizing.
