I just set up FTP on my WS2003 box.  The configuration settings are shown in the images.  I'm trying to connect using Filezilla on the server using the loopback IP and on one of my workstations.  Both of them are giving me the following message:

Status:      Connecting to
Status:      Connection established, waiting for welcome message...
Response:      220 Microsoft FTP Service
Command:      USER Temporary
Response:      331 Password required for Temporary.
Command:      PASS ********
Response:      530 User Temporary cannot log in.
Error:      Could not connect to server

    So, let me explain :)
This option - use the following windows account<..... > is only for communication between ftp service and windows itself when anonymous user is logged in.
You choosed the option - "Allow only anonymous connection". I am not sure if it really what you want, but with this option checked, you can ONLY log in as anonymous user.
