office 2007 will not install

I am trying to install Office 2007 on a xp SP3 machine.
I copy the install file from the network, or download it from MS, each with the same results.
One bar ticks on the install progress and then it errors out with this message:
"Microsoft Office 2007 Standard encountered an error during setup"

The event view has this to say:
Product Micrsoft Office 2007 Shared MUI English 2007 Installation Operation Failed

Event id 11708

That is it. There are no previous version of office showing as installed.

    You stated that you were trying to install MS Office 2007, instead what you appear to have launched is the Microsoft Office 2007 MUI (Multilingual User Interface) install.  This install fails because it requires Microsoft Office 2007 to be installed first.

    Verify the installation media.

    It did not help. I abandoned 2007 and put 2003 on there.
