Hello,
Can I please get step - by step instructions on how to use an exisiiting/working snapin from one computer to another with a new user?

Currently we only have one admin and he has a .msc file that he accesses from his computer to manage active directory.  We would like two other user's on two seperate comptuers to have this same ability.  All three users have the same rights setup in Active Directory but when the .msc file is copied over to their computers, they get an error when opening the file: MMC Cannot Create the snap in.

What are we doing wrong?

You need to install adminpak.msi, or at least the ADUC snap-in. The msc file just contains the configuration of the MMC, but not the snap-ins.
You'll find adminpak.msi in the system32 folder on your DCs.
