ExBPA issuing SMTP messages on fixed intervals even though ExBPA is not active

An Exchange administrator in our UK office reported that the postmaster receives at regular intervals SMTP email from ExBPA-MailAcceptTest@Fabrikam.com, which, after examining the Internet Headers appears to be originating from another Exchange 2003 server in our Australia office.  According to the Exchange administrator in the Australia office, ExBPA is installed, but is not in use (it was installed last year as part of a troubleshooting exercise, and only run for new server installs, troubleshooting, and performance analysis).  The Australian Exchange administrator states that he has nothing scheduled that would generate the SMTP mails from the ExBPA to the postmaster account, but that he is now seeing since mid-April an ExBPA process being triggered at the same time each evening.  Question - if ExBPA is idle, why would it be generating SMTP messages as fixed intervals, and could the presence of other ExBPA installs in our E2K3 Organization have any impact?

You can set a schedule in the Best Practises tool to run at intervals, that is what it has to be. I would suggest removing the best practises tool from the server.
