Win 2008 Term Services : Terminal Server cannot issue a client license

Having a weird issue crop up with a new Windows 2008 Terminal Services licensing server I just installed.  It is not wanting to play well with some other Windows 2008 Terminal Servers running Citrix XenApp 5.0.  In the event log for the servers running Citrix, it says that the terminal server cannot issue the license. Event ID 1004.  I thought this could of been because we had an older Win2003 Term Serv Licensing server on our network, so I migrated over fully to 2008 by just installing the licenses off of the 2003 box to the 2008 box.  Still no joy. It is also still seeing the old server in the "Licensing Diagnostics" even though it isn't in the Terminal Services Licensing Server group in AD.  The licensing diagnostics is also seeing the new server and reporting that licenses are available.  The new licensing server is not a domain controller. The new server is in the group however and all Citrix servers are in the Terminal Server Computers group.  All Citrix servers are set up for User licenses in Term Services Configuration. Any help that can be offered is greatly appreciated.  I am not sure why the terminal servers cannot pick up a user CAL.  Also, if there is a way for me to find out where I can remove the old TS Licensing server from being automatically discovered, that will save me a minor annoyance as well.  Thanks!

Tried everything listed with zero luck.. even reactivated my licensing server.  Also tested this via an RDP session and all sessions to all three of my terminal servers hang on the Local Session Manager loading portion.  That would also explain why Citrix fails to load sometimes.  Soooo tempted just to nuke everything and go back to 2003.

Still haven't had much luck with this. Considering just migrating the licenses over to a dfferent server and essentially starting from scratch.

Is the "easiest" way just to use the authorizations and license keys for our license packs on a new server and deactivate the old one (or just uninstall Terminal Server licensing)?  No Microsoft mumbo jumbo that requires my standing on my head?
