Can anyone see a problem with this custom template?

I can't get this policy to apply in my custom template.  Other policies apply fine withiin the same template.  Can anyone see a problem?

POLICY "Terminal Services - Setting controls whether or not solicited remote assistance is allowed from this computer"
                               
                        KEYNAME "Software\Policies\Microsoft\Windows NT\Terminal Services"
                        PART "Value of '0' is needed to be compliant" NUMERIC REQUIRED

Why are you trying to make a custom ADM when it is included already?

John - I got a list of vulnerabilities to remediate.  So I just started going through all of them and making a customized policies for all of them.  It appears that the problem is that this registry key was not created, and the policy will not create these keys.  How does MS template create these keys when they are not there?
