Help importing existing user into exhange.

I have one 2k3 server running AD and another running exchange.  When I need to create a new email address I first create it one server (2k3 running AD) then import the existing user into the exchange (other 2k3 running exchange).  Now, when I do this I get the following error message.  I'm not an expert on exchange and would consider myself a novice.  If someone would kidly respond with a step by step instructions of how to fix it, I would greatly appreciate it.  The email I am trying to create is myrates@clwebmail.local.

I think you need to import the user mailbox first, then assign it's email address- I'm not even sure how you could do it in the order you said.  

But, are these two servers on the same domain?  Does the user have a mailbox on the old server?  If so you should just "move" the mailbox.  You can do this in Exchange System manager by right clicking on the mailbox, then a wizard will help you pick the destination server.

Hi,
This can also be caused by the Microsoft Exchange System Attendant not being stated. Verify the service is running in the services console and try again.

That's right, this error occurs when Microsoft Exchange System Attendant service is not started on the Exchange 2007 server.
